Before work can begin on building a new underground line, construction plans must be submitted and numerous permits obtained from various authorities: for instance, the permit required under Austrian railway law from the Federal Ministry for Transport, Innovation and Technology.
Only once these have been granted or approved can firms be invited to tender for the work.
Substitution plan
If, in the course of execution, there is a deviation from the approved submission plan, a new application for approval must be submitted to the building authority.
This is done in the form of a replacement plan, in which all changes are to be shown.
